Newly licensed and drugs: the role of the family doctor

The vast majority of serious traffic accidents and fatal accidents are due to a series of inappropriate behavior, mainly speeding, careless and dangerous driving, failure to comply with earlier or safe distance. Recent statistics show, moreover, that almost 50 % of fatal road accidents are caused from taking alcohol and drugs.
Even a small amount of these substances is sufficient to reduce glare, clouding the view, cause drowsiness. In this regard, in recent years, they were issued a set of rules that have as their objective the reduction of the number of traffic accidents and resulting casualties.

For example, from January 1, 2011 for obtaining a license of any category, including the certificate of professional competence model KA or KB, the applicant must present a certificate (issued by your family doctor) according to which there were no previous medical conditions which may constitute a present risk to the guide.
The certification covers the assessment of medical fitness (cardiovascular system, endocrine system, osteo-articular system, sense organs etc.), Psychic and not the abuse of alcohol and drugs. If the first two items (physical and psychological requirements) the family doctor will certainly elements to assess fitness to drive, it can not be said for the evaluation of non-drug abuse. In fact the same ASL No 2, in a statement to the family doctors of 21/12/2010 which referred to the interpretation and application of 'art. 23, L. 120 of 29/07/2010 (provisions on road safety), stresses the need to obtain appropriate certification stating the non-substance abuse but that it should wait for the issuance of a Ministerial Decree application.
Translated means that from January 1, the family doctor must certify not drug abuse but, basically, has no means to do so (the soldier was sent to fight without weapons).
